When the Board Chairman approved an official car for my office, a "powerful" member of management added another car to frustrate mine.
Eventually when the two cars were purchased, I chose the Nissan and the other manager chose the Toyota but the "powerful" management member reversed the choices.
We rejected the "power show" and the cars were abandoned for two months until the board chairman came and overruled the management.
